Updated request process.

CAPPS FIN is the State of Texas’s primary solution for financial and procurement operations, and is accessed daily by thousands of state employees who perform a wide range of actions over multiple modules.
With so many layers of access to consider, requesting new or modified access to CAPPS FIN can be a little intimidating. Currently, you must scroll through lines and lines of roles and study the brief, sometimes vague role descriptions to discern which ones are required for your job function. Hitting the “Submit” button can feel like playing a game of roulette.
But that’s about to change.
Introducing: Profile-Based Access Requests
Starting July 19, we’re taking the guesswork out of requesting access. We’re replacing our role-based request process with a simpler, more streamlined approach. No longer will you have to scroll through role after role to choose the one that you think you might need; in our new profile-based process, just select a profile, and the system assigns the roles and other preferences for you.
How does it work?
In the new process, CAPPS FIN profiles are organized by their relevant modules. Simply select the module(s) that is imperative to your job function, then select the module profile(s) that best define the access that you require. When you select a profile, its roles and other layers of access will automatically be assigned to you.
But what if I don’t require all the access that a profile provides? What if I need a little access here and little access there?
If you prefer your access à la’carte, then you’re in luck! Roles, rules, and preference options are available in most modules. Select these options in lieu of or in addition to profiles for further customization of your access.
Sounds good, but what if I just need the basics?
We got you covered. Inquiry-Only roles are preselected at the top of the page. These roles allow you to query and view reports. If that’s all you need, then scroll to the bottom of the page and select “Next” to return to the cart.
What about CAPPS FIN access that doesn’t apply to my agency?
You won’t see them. As part of our new request process, items unrelated to your agency will be hidden from view.
But what if I want access to an agency different from my own?
Scroll to the bottom of the page and select Primary Permissions. Choose a different agency, or choose your agency AND another agency, if desired.

- Updated workflow for suspensions: All PALMS suspensions will go to Identity & Access Management (IAM) only. PALMS Support Group will not receive any emails from IAM to suspend a PALMS user, even if the user has admin access. Once EIAM terminates the account, the user cannot access any admin functions.
Metadata Repository services to be made available via the HHS Enterprise Portal.
Users can select different roles across related IRIS applications.
Users requesting access for ASOIG will also receive a VPN account if their access is approved.
These applications are being retired and will no longer be accessible through the portal.
Only approved DDS employees will have access to the portal. All portal access requests submitted by DDS employees will be directed to a supervisor for review.
My Staff page—column “Last Reviewed” has been changed to “Last Certification.”
Supervisors and other approvers will now be able to view the current access details for users requesting changes to the following applications: SAVE, WTPY, SCOR, and FSS_CFO.
Users submitting a request will receive an alert if their request is a duplicate.
ReCaptcha verification test redesigned for better accessibility.
“Add” and “Modify” tasks under Manage Tasks are marked more clearly for provisioners.

New “View current access” link for select applications. Requests for changes to access will include a View Current Access button. This feature allows approvers to view the user’s current access and compare it with the changes that the user is requesting. This feature will only be available for selected applications. Renaming of roles in access request form — "PAMS" renamed to "ATS."
Access roles have been consolidated to seven roles, which include:
- Program Collection and Support Staff
- Inspector General
- Accounts Receivable Customer Service and Research Staff
- Accounts Receivable Initial Entry Staff
- Accounts Receivable Detail Entry Staff
- Accounts Receivable Database Administrators
- Accounts Receivable Management and Voucher Processing
Changes to access request form, which include:
- All roles are defaulted to None.
- Under "Financial User," these options were removed: DADS Regional LTCS User’s Region and DADS Region Number drop down.
- Under "HR/PCON User, these options were removed: DADS, DARS, DADS Regional, and the DADS Region Number drop-down.
- "DDS" has been added a role, with the following:
- DDS_USER_ROLE. This role provides read-only access to the DDS daily payout transactions and summary data.
- DDS_ENC_ROLE. This role provides update capabilities to the monthly encumbrance journal data.
- "Add" or "Delete" user buttons added at the top of the form. This selection is required.
Access request form update to include new drop-down selections for "Program Area." Options include:

- CCSE
- Other (any not fitting into other categories)
- HHSC Medicaid Eligibility
Read-only role "TMTSAppRead" added to the access request form.
PIM functionality now available.
Available After June 18
Downloadable IT Forms Available. Request new folders, distribution lists, calendar and meeting room requests, and other IT items by downloading one of the IT forms now available on the HHS Enterprise Portal. Click here to learn more.
IRIS Back-Up Approvers Notification. SSLC back-up approvers will now receive an automatic email notice when an account has been created for a member of the SSLC staff assigned to their facility.
IRIS CM - SSLC Approver Request for Staff. IRIS SSLC approvers will have the ability to initiate requests on behalf of the users.
SCOR Business Object Junction. This change will remove the ability for users to access SCOR Business Objects through methods other than authenticating through the Portal, preventing unauthenticated access to SCOR data through bookmarks or direct links to SCOR Business Objects.
Addition of SCOR Temp Roles. The SCOR System Administrators will be able to request “Temp Roles” with a “Begin Date” and “Date End” for SCOR users directly through the portal. This will help SCOR administrators delegate their workload for greater efficiency.
Updated FDW Security Attributes. New security attributes from FDW—phone #, ZIP code, address, etc.—were added to the FDW access request form.
New Access Request Attributes for THVP. New counties, programs, and sites to manage access for providers has been added to the THVP access request form.
SSO Available for HCATS/HUB. Currently, users must use a second login when accessing HCATS/HUB. Utilizing the Single Sign-On (SSO) function in the portal will eliminate the need for the second login, and allow partner organizations to access HCATS/HUB.
Provisioning Policy Added for NKT Contractors. The NKT access request form now allows contractors to request and gain access to the NTK application, avoiding the need for manual provisioning.
MCAT Request Field Changes. The MCAT request form now allows you to enter a contract name and program type.
HEART Business Unit Name Change. On the Heart access request form, business unit DSHS CSRP has been renamed HHSC_BHO. A new business unit HHSC_SAU-HHSC-Single Audit Unit, has also been added to the form.
EIAM-Notification for Developers. IAM developers will now receive a notification when the ITSM RoD RPT18 feed does not update from the CAPPS feed.
Update to ESP Workflow and Selection List (EWMS/PIMS). The ESP access request form contains new security groups, and the workflow for routing has also been modified for some of the existing security groups on the request form.
Inactivate "Restore" Feature for TWC. This change will inactivate the “Restore” feature for TWC, as it is no longer used.
